In July 2025, the U.S. Department of Education to establish two negotiated rulemaking committees to prepare regulations necessary to implement the One Big Beautiful Bill Act.
One committee, the Reimaging and Improving Student Education (RISE) committee, addressed how to implement the law’s student loan provisions, including new federal loan limits for students and parent borrowers, introduction of two new repayment options, and changes to rehabilitation, deferment, and forbearance.
In response, the Âé¶¹¹û¶³´«Ã½ Higher Education program submitted public comments that offered recommendations related to student loan limits, repayment, and default and collections.
