Virginia Spinks is a Data and Policy Analyst for the Education Funding Equity initiative. She uses spatial analysis and quantitative modeling to uncover structural inequalities embedded in, and enforced by, school funding policy. Her work explores how residential segregation, wealth inequality, and systemic racism intersect to impact public school finance.

Prior to joining Â鶹¹û¶³´«Ã½, Virginia was a data analyst for the Massachusetts Department of Early Education and Care (EEC) focused on data-supported, equitable implementation of the state’s preschool expansion grant program. She joined EEC as a placed Fellow with the Strategic Data Project (SDP), a project of the Center for Education Policy and Research (CEPR) at Harvard University’s Graduate School of Education. As a graduate student, Virginia contributed education data and policy analysis to the Georgia State Senate Budget and Evaluation Office, Georgia State Senate Minority Caucus, and the AIR Opportunity Fund. She began her career working in various civil and human rights non-profit organizations, including as a writer with the Southern Poverty Law Center and as a nonpartisan election observation mission organizer with The Carter Center.

An Atlanta native, Virginia earned her Master’s in Public Policy (MPP), concentrating in Social Policy, from Georgia State University’s Andrew Young School of Policy Studies and also holds a BA in religion and anthropology from Emory University.
