The pandemic has taken a toll on our nation鈥檚 public health and economic well-being; about 7.5 million fewer people are employed today than before the pandemic began, and many jobs aren鈥檛 coming back or could look very different when they do. Meanwhile, with accelerating automation and other trends, will have to transition to new occupations by 2030. Altogether, millions of people will need support to land high-quality jobs and access upskilling and reskilling opportunities.
A critical task now before policymakers is to foster an equitable, inclusive recovery. President Biden has put forth the American Jobs Plan and the American Families Plan, which seek to help our nation leverage its economic potential and create pathways to good jobs in in-demand sectors. At the same time, Members of Congress are thinking through how to reauthorize the Workforce Innovation and Opportunity Act, which forms the backbone of the nation鈥檚 workforce development system.
How can policymakers ensure that jobs created in our economic recovery are high quality? How can we provide upskilling or reskilling opportunities for those who want them? How should we structure our investments in workforce and economic development so they create pathways to good jobs and economic mobility, and ensure businesses have the qualified, diverse talent they need to thrive?
