In In Deep, 2020 ASU Future Security Fellow David Rohde embarks on a sweeping exploration of the CIA and FBI scandals of the past fifty years鈥攆rom the Church Committee鈥檚 exposure of Cold War abuses, to Abscam, to false intelligence about Iraq鈥檚 weapons of mass destruction, to NSA mass surveillance revealed by Edward Snowden. It then investigates the claims and counterclaims of the Trump era, and the relentless spread of conspiracy theories online and on-air.
Rohde argues that, if a 鈥渄eep state鈥 is a group of officials who secretly wield government power with little accountability or transparency, Trump and his loyalists increasingly fit that definition. Under the guise of stopping a 鈥渃oup鈥 that does not exist, Trump is upending the checks and balances that are the foundation of American democracy. He is politicizing the Justice Department and other government agencies and using them to attack his enemies, both real and perceived. Whether out of fear or calculation, Trump is creating a parallel, shadow government filled with like-minded allies that operates outside official government channels without transparency, democratic norms, or public processes鈥攁 鈥渄eep state鈥 of his own.
